The Caribbean and Latin America are fast developing their cannabis economies with integrated policies that Africa could well learn from. The US Virgin Islands is the latest territory to embrace the plant, authorizing the “recreational and sacramental use of marijuana” for anyone 21 and older having already tested the waters with the legalization of medicinal cannabis.
