Zambia’s Health Minister didn’t want cannabis cultivation to be legalized, but when it was he seized control of licensing from the Agriculture Minister, and now he’s introduced the most expensive cannabis permits in the world and effectively stymied Zambia’s cannabis aspirations. Maybe that’s what he wanted all along.
